Trump asks the Supreme Court for a ‘catch me if you can’ system of justice

But Kagan quickly pointed out that the government was arguing for an extraordinary loophole: The more egregious the violation, the harder it will be for the issue to ever reach the high court.
It is unclear whether there are five votes among the justices to end universal injunctions outright.
