Former USAID official Max Primorac: Foreign aid is a tool to advance U.S. national security interests

Max Primorac is a senior research fellow in the Margaret Thatcher Center for Freedom at The Heritage Foundation .

He says foreign aid can be a powerful tool of diplomacy to promote freedom, prosperity, and peace.

But not as an instrument of progressive imperialism, he says, foreign aid should be a tool to advance our national security interests.
