This week's Rent Free looks at Montana's "rights-based" approach to zoning reform

Montana Sen. Becky Beard introduced Senate Bill 146 , otherwise known as the Private Property Protection Act .

It would require that any property use restriction adopted by any unit of state or local government be "demonstrably necessary and narrowly tailored to fulfill a compelling governmental interest in public health or safety" The bill would create free speechlevel "strict scrutiny" protections against land use regulations that are similar to constitutional protections for free speech or freedom of religion.

Rep. Kevin Kiley says he plans to introduce legislation to limit the California Coastal Commission's powers.

The bill would rescind the authority the federal government has delegated to the commission to review federal activity along the California coast and veto permitted private activity there.
