He says U.S. did not ratify Rome Statute that created the court, and is not a party to it, but many states are parties to the treaty.

The incoming Trump administration could impose severe sanctions on the ICC judges and its prosecutor, Karim Ahmad Khan , who engineered this debacle, for example.
