She asked the player if they were a man during a friendly match in Lancashire last year .
The case sparked a protest by women's rights campaigners outside Wembley .
Vaughan says the case has since been dropped after the complainant withdrew from the case.
Former FA chairman Lord Triesman criticised the governing body's handling of the case.
Former FA chief executive Mark Bullingham said the amendment of the rules had been a "difficult decision" Vaughan welcomed the FA's ban on transgender women from playing in women's football.
She says she wants an apology from the FA for the way they treated her.
