Windsor at risk: 'Highly susceptible' border city responds to U.S. tariffs

The U.S. is Windsor ’s largest trading partner, accounting for 96 per cent of its exports.
The tariffs have “significantly increased the cost of essential goods, including materials for infrastructure projects,” a report says.
Tariffs are also creating uncertainty around grants and funding from external sources.
As a result of job losses, rising housing costs, and a lack of affordable housing, the report warns.
The city plans to increase its threshold for open, competitive procurements from $100,000 to $130,000 .
Staff will work with suppliers to explore tariff mitigation methods before the city releases a solicitation.
The city has suspended unnecessary work-related travel to the U.S. The city’s economic development department has shifted its focus to supporting and retaining existing local businesses.
