Rocky View County was accused of bias against companies seeking to develop a large commercial-residential complex on Calgary ’s northwest boundary.

Developers say repeal of a concept plan approved by lawmakers in 2021 would be unfair and prevent them from pursuing any kind of built-up use of the land they own.
