NEW: The pilot and his two daughters survived on the wing of a plane for about 12 hours after it crashed and was partially submerged in an icy Alaska lake.

The three were rescued on the eastern edge of Tustumena Lake on Monday by the Alaska Army National Guard .

The missing Piper PA-12 Super Cruiser was on a sightseeing tour.

There was no indication yet yet why the plane crashed.

The pilot hadn't yet reported the accident, nor had been able to contact the NTSB , an investigator says.

"It's just a recipe for chaos and for turbulence," he says.

The NTSB says it's not known why the crash occurred.
