FEMA needs to be 'saved' and 'reformed,' says Democratic Rep. Jared Moskowitz

The FEMA Independence Act is being pushed by Florida congressmen Byron Donalds and Jared Moskowitz .
The bill proposes FEMA be detached from DHS and operate as a separate cabinet level entity while also requiring a director to be appointed upon and confirmed by the Senate .
Donalds: FEMA is not the action agency everybody believes it to be. They are an accounting bureaucratic agency. FEMA should not be doing any grants for the other 22 agencies within a homeland.

Donalds: "We're not trying to eliminate FEMA . That is actually not the solution. The solution is direct, coordinated action with the president and the governor in the various state where disaster occurs and FEMA has to significantly speed up its operations".
