Stormont prefers to shadow the system in Britain and have the Treasury pay the bill.
It could diverge and meet any extra cost itself, or take full control of benefits.
Scotland acquired the power to do this in 2016 .
It has since devolved 14 benefits, including disability benefits, with their 6 billion cost added to its block grant.
DUP communities minister Gordon Lyons has scrapped the co-design’ policy introduced by his Sinn Féin predecessor Deirdre Hargey .
He said he will no longer outsource’ decisions that should be taken by elected representatives.
The Octupus deal alone created 100 jobs - and of course, Stormont ’s record on renewable heat subsidies is not one to repeat.
