The New York Times dropped a report on America 's nuclear secrets on August 20th, 2024 .
Peter Bergen : The report was about a document that bears the innocuous sounding name Nuclear Employment Guidance .
He says the document is highly classified and updated roughly every four years , or about once every American presidential term, and it's kept so secret that it's not kept electronically for fear that it might be leaked or hacked.
New York Times report cites behaviour by China , Russia , North Korea and non nuclear armed Iran as reason for change.
China 's nuclear expansion is moving incredibly quickly, even faster, American intelligence would have indicated just a couple odd years ago.
North Korea may have over 60 nuclear warheads in its arsenal today , well over 10 times what it was thought to possess just a decade ago .
China expressed serious concern at the report and the the idea that the United States would pivot its nuclear strategic plan toward China at all.
But it indicates a broader reality that's shared by both sides that neither of them believes their own actions to be unjustified.
Both sides take the actions they deem to be appropriate based on how they perceive both themselves and each other.
