Joshua Steven Riibe, 22 , is the last person known to have been with missing University of Pittsburgh student Sudiksha Konanki .
Riibe is not considered a suspect in the case and has not been accused of wrongdoing.
He has been under police surveillance in the Dominican Republic since March 6 , his parents say.
