Non-Discrimination Ombudsman's office says Finland 's Interior Ministry acted in a discriminatory manner as it prepared the country's quota refugee plan for 2025 .
The office found that the ministry favoured asylum seekers from Christian -majority countries.
"The human cost of the government's migration policy is unreasonably high," the ombudsman said.
The ministry says it plans to review the report and that it is waiting for an assessment from the Chancellor of Justice.
