President Donald Trump ’s promise to halt all offshore wind projects upended an industry just as it was getting off the ground.

Shell pulled out of a major turbine project off New Jersey , and a French undersea cable maker nixed a factory in Massachusetts that was set to employ hundreds at the site of an old coal-fired power plant.

New York state has pledged in its 2019 climate law to generate 70 percent of its energy from renewable sources by 2030 .

North Dakota's Doug Burgum favored onshore wind, which generates 36 percent of the state’s electricity.

The North Dakota secretary of energy secretary said projects that make sense and are within the law will continue.

But there's tension within the Republican Party , since some GOP -leaning areas benefit from offshore wind development.

The uncertainty, she added, “makes it just very challenging to be able to make just smart financial decisions on massive infrastructure projects. Which is ultimately what these are, billions and billions of dollars .”.
