Colin Grey , 63 , died after being detained on suspicion of impaired driving in November .
His family has maintained that officers mistook the symptoms of Grey’s Type 2 diabetes for signs of impairment.
Grey was stopped by Canada Border Service Agency after crossing the Ambassador Bridge .
He was arrested by Windsor police and spent several hours in custody before being charged and then released.
Shortly after his release, Grey collapsed outside police headquarters and later died.
