Two new members of the Portland City Council are seeking to insert the council into Zenith Energy’s continued operations along the Willamette River .

In an unprecedented move, councilors Angelita Morillo and Mitch Green filed a resolution Friday evening , even though the proposal hadn’t undergone legal review.

The move appears to pressure city staff to delay approval for Zenith ’s land-use credential, which could come next week .

It's not clear when the resolution would go before full council or if it would be referred to committee for further discussion.

Activists have said Zenith and city officials met secretly to strike a compromise without any public feedback or involvement.

Given the newly elected council’s progressive leanings and the fierce public criticism of Zenith , a majority of the 12 -member council could support the resolution.
