The Football Association of Wales ( FAW ) is behind 'Prosiect Cymru' plan for a new Welsh cup competition.
It would see Wales ' four EFL clubs compete alongside the 12 teams from Wales ' top flight.
Cardiff City , Swansea City , Wrexham and Newport County would compete in the competition.
The winners would qualify for the Europa Conference League next season .
The FAW say the new competition would generate Â3 m a season.
Cymru Football Foundation has received Â17 m from sources such as the Premier League and UK Government since 2022 , compared to Â327 m received by England's Football Foundation .
Wales' EFL clubs have qualified for Europe before, but the majority of times that was when they entered into the Welsh Cup and qualified for the Cup Winners' Cup .
Swansea reached the Europa League in 2013 for winning the League Cup , they were technically representing England .
