Over 100 dogs, including puppies, were found in a van stopped at an ABC station in Nurmes on New Year's Eve .
Police have arrested three women, who are German nationals, on suspicion of aggravated animal cruelty.
The surviving dogs are now under the care of several animal welfare organisations.
