EU diplomatic chief Kallas said Russia legally has “legitimate claims” to assets frozen by the West after its invasion of Ukraine in 2022 .
She added that the bloc should use the frozen funds to rebuild Ukraine before returning what remains.
“If you don't want problems with China , I think you need to be very strong on Russia ,” she said.
