Julian Zelizer : Manchin's announcement is still noteworthy, given that he has long been cautious.

He says a constitutional amendment would require a two-thirds vote of both the House and the Senate .

Zelizer says the real solution will likely be political along with the idea.

But, then again, that's the reason why it's only retiring politicians who speak up on these issues. Washington and Eisenhower didn't have any realistic solutions to the issues they described, and neither does Manchin.
