The fright and flight that is rippling through Springfield ’s Haitian immigrant community is the point of so much of Trump ’ draconian program to deport migrants and cut off immigration.

Trump advisers and allies say that creating a massive propaganda drumbeat will be “essential” to making undocumented immigrants consider leaving the U.S. preemptively.
