Keir Starmer is attending Cop29 in Baku , Azerbaijan , today where he has set out the UK ’s new emissions reduction target: by 81 per cent compared with 1990 levels by 2035 .
Several prominent world leaders have chosen not to attend, including the lame-duck Joe Biden , French president Emmanuel Macron , German chancellor Olaf Scholz and European Commission president Ursula von der Leyen .
