Calgary 's response to rapid growth has been to encourage growth at the edges of the city, says David Barrett .

Barrett : Historically, this approach to growth has allowed the city to have some of the lowest housing costs and lowest municipal taxes in the country.

By creating a sprawling city, we have an ever-increasing distance of pipes, roads, and other infrastructure which require maintenance and upkeep.
