Institute for Fiscal Studies (IFS) director Paul Johnson has led the IFS since 2011 .

He says he knew during the election campaign that tax rises were inevitable.

Even before the Budget , taxes were forecast to reach their highest level since 1948 .

Johnson cited higher debt interest payments and the NHS as the main forces driving taxes upward.

Former head of the IFS says the market meltdown that followed Liz Truss’s tax cuts in 2022 was “a perfect illustration of the fact there are limits” Johnson declined to name the most impressive chancellor of his IFS tenure.

He says Osborne 's decisions on spending cuts were very substantial’.
