Calgary city council voted 9 -5 not to give the province the go-ahead to close a supervised drug consumption site in the Beltline .
Safeworks supervised consumption site opened at the Sheldon M. Chumir Health Centre in the fall of 2017 .
Many area residents and business owners claim it has brought more crime and social disorder.
But a University of Calgary nursing professor feels it was the best outcome — not only for the people who rely on the site, but also first responders.
