The space agency wrote to the Federal Communication Commission ( FCC ) on Tuesday .
SpaceX requested the FCC for authority to lower the altitude of its next-generation Stlink satellites earlier this month .
Reduced altitude, SpaceX CEO Elon Musk said, will allow for reduced latency.
