Retirement plan coverage and 401(k) "leakage" are among the two primary problem areas, experts said.
The Netherlands ranked No. 1 , followed by Iceland , Denmark and Israel , which all received "A" grades.
17 states have established so-called auto-IRA programs to close the coverage gap.
