Employers will now have to explain the reasons for the refusal to the employee.
The current eight reasons why a flexible working request can be turned down will be kept.
Other measures include a ban on exploitative’ zero hours contracts and a tightening of rules around “fire and rehire’ practices.
Business Secretary Jonathan Reynolds said the plan will give the world of work a much-needed upgrade.
Gary Smith , the general secretary of the GMB , called it a “significant and groundbreaking first step to giving workers the rights they’ve been denied for so long”.
