Robert Jenrick made the comments as he took part in an interview with BBC Radio 4’s Today programme.
He said Britain 's membership of the European Convention on Human Rights (ECHR ) could stop it killing the next Osama bin Laden .
Mr Jenrick also likened ECHR membership to Brexit by saying there was a clear “leave or remain” choice when it came to convention.
