He fled to South Korea using crutches to escape dictator Kim Jong-un's regime.
Now he is the new governor of North Hamgyong province, his former home.
He wants to create a world where residents of his destitute former province “can eat meat soup with rice”.
Mr Ji remains optimistic that reunification will happen’, even if not during his tenure as governor.
“I was a victim of the North Korean regime and had a difficult life. My appointment as governor will give people hope,” he said.
