Pope Francis is due to arrive Monday in one of the world's poorest countries, also known as Timor -Leste.
Banners and billboards have filled the streets of the seaside capital, Dili, to welcome the pontiff.
The pope's visit is a "reward" for the depth of faith shown by the Timorese , some 98% of whom identify as Catholic .
The country's path to statehood has been traumatic, with leaders battling poverty, unemployment and corruption.
East Timor would have to attend 1,300 meetings a year , host summits, and contribute $2.5 million per year to ASEAN 's budget.
It includes a requirement for the island nation to prepare a special budget to meet its obligations.
The government is involving the private sector and civil society to meet the criteria in the roadmap.
But an economic analyst says the government has moved slowly to implement the plan.
