The Times visited the nearby market, a vibrant community selling a variety of food, clothes and crafts.
A market owner showed us a photograph he had taken of a man with a plastic storage box filled with shoes bearing their tags, which he said had been stolen that morning .
He said: “It’s a societal problem and it feels that it can’t be stopped.”.
