Men's prisons in England and Wales nearly ran out of cells last month , with just 83 spare spaces.
Estonia ’s low crime rate has left its prisons half empty, prompting hopes that British criminals could deliver a much needed boost to the public finances.
The Ministry of Justice said it was investigating “all viable options” to increase capacity.
The previous Conservative administration abandoned its target of building 20,000 new prison places by the mid-2020s , with 6,000 constructed including new prisons HMP Five Wells , Wellingborough, and HMP Fosse Way , Leicestershire .
Four more prisons each with 1,500 to 1,700 places are in the pipeline.
