The race between Garcia and Whitesides to represent Congressional District 27 in northern Los Angeles County is one of the most competitive in the country.
Whitesides has come out in favor of a statewide ballot measure that calls for stiffer penalties for some drug and theft crimes.
The measure, called the Homelessness, Drug Addiction , and Theft Reduction Act , asks voters to partially unwind a controversial ballot initiative passed in 2014 that reclassified some nonviolent felonies as misdemeanors.
