Texas AG Ken Paxton says state Election Code does not grant local governments authority to send forms to voters who haven't requested them.
Texas has among the lowest voter participation rates in the country and is one of eight states that do not allow online voter registration.
Paxton suggested that this election is particularly vulnerable to interference from ineligible voters because "the Biden-Harris administration’s open border policies have saddled Texas — and the entire country — with a wave of illegal immigration," he said.
Several illegal voting cases Paxton brought to court have been dismissed.
The State Bar of Texas sued to discipline Paxton for seeking to have President Joe Biden's victories overturned in four swing states.
