UK has already spent 4.7bn more than forecast, four months into the financial year .
Office for Budget Responsibility blamed this on public sector pay rises fuelling higher than expected spending.
The UK borrowed 51.4bn in the first four months of the year , adding to the national pile of debt of 2.8 trillion .
Average regular wages in the public sector have steadily risen at an annual pace of between 5.9pc and 7.4pc.
Despite this growth, the Government has chosen to announce further large pay rises.
