Britain has a moral and economic duty to help the failed communities which grab our attention only when they erupt into violence.
But the unrest is probably past its peak already and will likely peter out as summer ends.
This summer 's urban unrest isn't even on a par with our own 2011 riots, which started in London and quickly spread to other English cities.
Too much of what is happening in our towns and cities is being viewed through the prisms of the far-Left and Right.
Neither has an interest in resolving conflict or tackling deep-seated problems.
The rioting has been mostly confined to provincial towns in the North and the Midlands left behind by the long but profound switch from an industrial to a digital service economy.
The contrast with towns of equivalent size in the prosperous South is stark and shaming.
Polls show Scottish attitudes to migrants are pretty much the same as England 's.
There are five million people of working age living on out-of-work benefits.
The plight of England 's provincial towns does not explain or excuse this summer 's riots.
