Reno City Council approved a resolution opposing NV Energy's planned $ 28 increase to its basic service charge.
The resolution urging the Public Utilities Commission to listen to their public commenters was approved unanimously by the council last week .
A franchise partnership agreement between the city and NV Energy that was renewed in May likely affected final wording of the resolution.
Brekhus said she was caught off guard by the sudden change in substance.
Duerr said she wanted the council to pass the resolution before the PUC holds its first hearing to discuss the proposal on Aug. 12 .
