Ukraine President Volodymyr Zelensky said it will be up to his countrymen to decide Ukraine 's fate.
He said he would put any concessions to the Ukrainian people in a referendum.
Zelenski made similar comments in March 2022 , when Moscow and Kyiv were engaged in peace talks.
The peace talks broke down after failing to reach an agreement on a range of critical issues.
Russia has violated previous agreements with Ukraine for spurious reasons and even with the US and UK as guarantors in the Budapest Memorandum .
