The D.C. Court of Appeals ruled that a federal agency violated the First Amendment .
People for the Ethical Treatment of Animals (PETA) sued the National Institutes of Health ( NIH ) in 2021 .
PETA argued that the agency unconstitutionally blocked their comments opposing animal testing in scientific research on the agency's Facebook and Instagram pages.
