Ministers refuse to put a figure on a target reduction in migration but would commission migration advisers to set a cap that would ensure it was brought down to “sustainable” levels.
The 600,000 overseas undergraduates and temporary workers, such as seasonal fruit and vegetable pickers recruited each year by farmers, will be exempted from the cap.
Refugees who come via safe and legal routes will be subject to a separate cap.
Conservatives have a clear plan to bring numbers down and a record of taking the bold action needed to do so.
