A doomsday clock has begun ticking for key Department of Homeland Security operations

DHS agencies will soon have to move resources from other areas to scrape by, officials say.

Without the new funding, the agency will not be able to deal with a rapid increase in migrant flow across the border.

Cities such as Chicago , New York , Denver , Los Angeles and Boston were going to get $1.4 billion from the bill to help them cope.
