Forecast worsens on eve of New York special election

A Winter Storm Warning is issued for New York City and Long Island on Tuesday .

Schools in the city and Nassau County have already announced they will be closed.

The storm could snarl traffic and depress Election Day turnout for Republicans in the special election for Congress in New York .

Democrats hold the advantage in absentee and in-person early voting, which ended Sunday .
