Micellar water products contain something called micelles, which are very effective at removing oily substances.
These are formed by special molecules known as surfactants.
When a small amount of surfactant is added to water, the two ends of the molecules have competing interests.
The hydrophilic head wants to be in the water, but the hydrophobic tail can't stand water.
Surfactants will remain on your skin after product use, but for many people they don't cause irritation.
