A marine algae called phytoplankton emits flashes of blue light when disturbed.
This is part of a phenomenon that we call an algae bloom, or 'red tide,'" oceanographer Drew Lucas said.
The blooms are a rust color during the day , and even though the bioluminescence emitted is blue, it all is due to the red tide.
