Canada has long lagged behind the previous two per cent NATO target.

The new spending pledge is split into two categories: “core defence requirements” and broader defence-related infrastructure and industry.

Carney also noted that as the nature of warfare changes, with threat actors turning to cyberwarfare and pilotless technologies like drones, Canada will pivot toward those priorities as well.
