Does Trump have the authority to order U.S. strikes on Iran?

In 1981 , the U.S. joined a UN Security Council resolution condemning Israel for launching a surprise attack on the Osirak nuclear reactor in Baghdad .
In 2007 , the George W. Bush administration declined an Israeli request to participate in destroying a reactor in Syria .
Members of Congress should insist that the president consult fully with Congress before any use of military force against Iran .
